Is the regulation properly targeted, properly complied with and enforced?

Proportionality

Do the advantages of the regulation outweigh its disadvantages?

Transparency

Are stakeholders consulted prior to regulating? Is the regulation clear and accessible to all?

Accountability

Is the regulation clear as to precisely who is responsible to whom and for what? Is there an effective appeals process?

Consistency

Does the regulation give rise to anomalies and inconsistencies? Is best practice developed in one area applied when regulating other areas?

Agility

Is the regulation capable of adapting to anticipate change?
